Staffing profile

Our Board of Management comprise 15 members with a wide range of experience and includes three members nominated by East Hertfordshire District Council, three members nominated by the Tenant Federation and nine nominated by Network Housing Group, our parent organisation.

Riversmead also co-opts three additional members nominated by the Tenants Federation to serve on the Board of management.

As a group they offer considerable financial, professional and managerial skills, essential for the effective management of the business. These skills are supplemented by the substantial expertise in customer perspective provided by the tenant members. We believe our committee provides a genuine link into the local democratic process and a real opportunity for tenants to influence the way in which services are provided.

Andrew Watson

photo of Vaughan TownellAndy has been a Board Member since 1997 and Chairman since 2007. Andy is a Director at BDO Stoy Hayward LLP. Andy has spent nearly twenty years as a Management Consultant assisting organisations, including social landlords and central government departments, improve their strategic planning, delivery and governance.

Kevin Brush

Kevin P Brush - Professional experience includes working as a chartered surveyor, managing Director at William Verry Ltd, where he held full responsibility for a £90 million business with three district business units. During this period he secured Kent Grouped Schools work £80 million with a 25 year-term streamed income which he personally projected and closed. In addition he successfully established Working ideas Ltd with a partner. Mr Brush holds a BSc (Hons) in Quantity Surveying MRICS (Quantity Surveying) and an MBA. He is a Member of the Institute of Directors, The Royal Institute of Chartered Surveyors, external invigilator for Anglia Ruskin University in Chelmsford and acted as Governor of a school for five years three years ago. Currently he leads the London Region of Rok Building Limited as its Divisional Director.

He has over 20 years' experience of working in Local Authority housing finance. He is experienced in social housing funding and was formerly a secretary to the Social Housing Agency. He joined the Board in 1995.

Henry became a Member of the Board of Management in 1995. He was formerly a Member of East Herts District Council and has served on the Housing Committee since 1989. Henry is also a Town Councillor and has been Mayor of Hertford twice.

Vaughan Townell LLB

Vaughan Townell is a solicitor and a partner in a long established local firm of solicitors. He has been a past president of a local law society and a past chairman and past president of different local chambers of commerce. He is a former member of Rotary and has served in the committees of various charitable or benevolent organisations. He has been a board member of the Association since in its inception in 1995. He specialises in town planning, compulsory purchase and commercial and housing development. In this connection he has appeared as advocate representing various clients (including local and other statutory authorities as well as corporate and private clients) at many public inquiries into planning appeals. He has also appeared at various local plan inquiries.

photo of Janet EvansJanet gained a Diploma in Housing Management in 1973; she had six years experience in Housing before leaving to become a language tutor. Janet is currently a Neighbourhood Housing Officer, employed in an adjacent district council. She has been a Board Member since 1995.

photo of Connie MoulesConnie is a retired School Secretary. She is a tenant representative and an active member of Sele Farm and St Andrews Church. Connie is a member of The Women's Institute and other women's groups. She is also a member of the Tenants Federation and has been on the Board since 1995.

photo of Les SlightLes is formerly a Local Government Officer and is now retired. He has been a Member of the Board since 1995. Les is Chairman of the Customer Services Committee and is also Chairman of the Tenants Federation. He is a tenant representative.

Michael Hargreaves

photo of Michael HargreavesMichael is a retired Insurance Broker. He was a member of East Herts District Council for 12 years and on the Planning Committee until standing down at the May 2003 election. Michael was born in Hertford in 1930 and has always lived in the area. After retiring Michael entered local politics and was elected as Councillor on East Herts District Council from May 1991. Michael was co-opted to the Board of the Community Development Association for Hertfordshire in November 2002 and has been Chairman since the end of 2006.

Joanne Savage

photo of Joanne SavageJoanne joined the Board of Management in September 1998.
Joanne has worked in the Housing Association sector for the past 18 years and prior to that in the Local Authority. Joanne is currently employed as a Housing Director in a well performing medium sized Housing Association in Hertfordshire. Joanne is a fully qualified fellow of the Chartered Institute of Housing. Joanne strongly believes that housing is one of the most important elements that contributes to life changes and therefore fully supports the Decent Homes for all principle. Outside Housing Joanne is active in a number of areas, she supports and helps run her sons football team, enjoys swimming and visiting the local gym.

photo of Zoe RyderZoe is an ex-school teacher and joined the Board of Management as a tenant representative in November 1998. Zoe is a member of The Ware Operatic Society, and helps out at the Toy Library at Sele School. Zoe is a member of the Federation Committee, and is also involved with the age concern visiting scheme.

John McDowall

photo of John McDowallJohn joined the Board of management in January 2001. Until taking retirement in April 2005 John has worked for Tesco PLC for 27 years in several senior positions culminating in the position of Head of Group Insurance for the Worldwide operation of the business with a budget in excess of £50m and with over 20 line reports. In his time at Tesco he had experience in several strategic and key areas of the business through various roles, including that of the Assistant Company Secretary to the Group Board. John is currently a Community Governor of a middle school in Hertfordshire where he is also the Link Governor for the Music Department and a member of the Premises Committee with responsibility for Health and Safety. John was recently appointed to the Board of the Local Strategic Partnership where he represents the interests of the Association.

Geoff Chandler

Terence Milner

photo of Terence MilnerTerence joined the Board in 2003. After reading Politics at the University of Liverpool Terence gained a Post Graduate Diploma from the Chartered Institute of Marketing. In 1994 his first role was in Corporate Sales within the IT Sector based in London. In 1997 Terence was headhunted to be become a head-hunter specialising in the IT Consultancy Market. In 1998 Terence moved to an Agency that specialised in working across Europe and was responsible for the Nordic region and Switzerland. In 2000 Terence became self-employed starting his own company specialising in IT Consultancy recruitment. Terence became a Councillor for the Ward of Ware Trinity for East Herts District Council in 2003. Terence served in two committees Development Control and Licensing. Terence took part in a Best Value review where he was very influential in the main outcome of reorganising the Meals on Wheels service.

Ethel Hart

Ethel joined the Board in October 2004. She is a Tenant representative. Ethel has 17 years experience working within housing associations in a variety of administration roles – Lea Housing in Enfield and Sanctuary Housing / Sanctuary Care Ltd, previously based in Hertford. Ethel is curretly employed part–time with a printing firm based in Hertford.

Mary Fuller
*
Mary's early business experience was in the path lab at St.Thomas' Hospital. Following marriage Mary was appointed to a similar position at the General Hospital at Stoke on Trent. Mary moved to Scotland and took up the position of teacher at the Lanark School for disabled children, obtaining a Diploma for the teaching of disabled children. On returning to England Mary joined Social Services and the probation service which included an appointment of Senior Probation Officer. Mary was also appointed as the Chief Medical Social Worker at the QEII. This was followed by an appointment as team manager at Social Services in Hatfield, progressing to Principal Officer, Adult Care Practice still within Social Services. Following official retirement Mary was then appointed as the manager of Initial Contact Service – East Ham (London Borough of Newham Social Services). Mary's current position is the Housing Re-location Co-ordinator for Epping Forest Council for Voluntary Services.

Hedley Banks

Hedley is a retired Chartered Mechanical Engineer. A District and Parish Councillor with extensive housing experience having served on the Council's Housing Committee for many years including a spell as Chairman. In 1999 became Leader of the Council and subsequently Deputy Leader. Now a “Backbencher” and thus able to rejoin the Riversmead HA Board.

photo of Steve HenningSteve was appointed Chief Executive Officer in 1995 prior to the Association taking over the operation of the Housing Management Contract. Formerly a Chief Housing Officer at East Hertfordshire District Council where he was responsible for the management and control of the council’s revenue and capital housing budget including the project planning of the Housing Development and Enabling role. In his former role he also had responsibility for the council’s building maintenance DSO and for the Private Sector Housing Service including enforcement, advice and renovation activities.

Steve is also Deputy Chief Executive of the Network Housing Group and holds specific portfolio responsibilities for human resources, policy and performance and public relations issues across the group.

Paul Huckstep - Bsc ( Hons ), MCIH, ARICS

photo of Paul HuckstepPaul has worked in Housing since graduating from Nottingham with an Honours degree in Estate Management in 1989. Becoming a corporate member of the Chartered Institute of Housing in 1990 and qualifying as a Chartered Surveyor in 1992, he has considerable experience across a wide range of disciplines, in both the Local Authority and Housing Association sectors.

Having held a variety of senior management positions at Riversmead, formerly the Head of Housing Services and Head of Corporate Services, he became Riversmead’s Deputy Chief Executive in July 2002. Paul currently has responsibility for: Policy and Strategy; Governance and Board support; Company Secretarial services; Tenant Participation; Human Resources; Quality Assurance and Performance Monitoring; Housing Corporation and other Statutory Returns; Public Relations and Communications.

photo of Alan DulsonIn the six years since transfer Alan has successfully led out a team responsible for completing the commitment of promises under the stock transfer, implementing a partnering framework for the provision of maintenance services, developed a stock reinvestment strategy and completed an asset management review of our older persons accommodation. In the last year completed the reorganisation of the team to provide bespoke Customer Services, Technical Services and procurement and asset management.

Alan is currently responsible for leading a multi-disciplined team responsible for the provision of:

Christopher Wright BA(Hons) MCIOH

photo of Chris WrightChris joined Riversmead in February 2001 from Luton Borough Council as the Head of Housing Services. He trained as a Town Planner, gaining a BA Hons Degree in Town & Country Planning 1975-1979, before starting work in Housing in 1981. His career in social housing has spanned twenty seven years across RSL's and in Local Government in the London and Bedfordshire areas.

Chris has operational responsibility for arrears management, tenancy services, lettings and older persons services. He is the association's lead officer in respect of Community Investment and Neighbourhood Management.
